land-Qing wants to build a shed for drying his chilies, but the government has
very strict rules when it comes to the use of farm land, and his request is

failure to father a son, a shortcoming that has resulted in four daughters.
Incensed, the Chief kicks the farmer in the groin. Enter Qiu Ju, Qing's wife.
In a quixotic odyssey that takes her from her small village to the provincial
capitol, she is relentless in her one-woman crusade to wreak a simple justice
from the proud Chief. She wants him to apologize.
